NACADA announces directive to move alcohol permits online
The National Authority for the Campaign Against Alcohol and Drug Abuse (NACADA) has announced a directive to move all import and export licensing for alcoholic beverages and related products online.
The change, set to take effect from October 1, 2025, will be carried out through the National Electronic Single Window System (NESWS) managed by the Kenya Trade Network Agency (KenTrade).
In a statement on Friday, August 29, 2025, NACADA said the move is part of a nationwide effort to simplify trade procedures, reduce manual delays, and strengthen regulatory oversight.
“This integration will centralise clearance of all alcoholic beverages under NACADA, automate workflows, and improve data integrity across government agencies,” said NACADA Chief Executive Officer.
Under the new system, all license applications, including Master Documents and Consignment Permits, will be processed digitally.
Payments will be made exclusively through the eCitizen platform, ensuring secure and efficient transactions.
Licenses issued before October 1, 2025, will remain valid and be uploaded into the NESWS system for continuity and automated consignment clearance.
Steps for importers and exporters
Importers, exporters, or their customs agents will first apply for a Master Document/License through NESWS, making the necessary payments per NACADA’s gazetted fees.
Once a shipment arrives at the point of entry, a Consignment Document (Permit) will be applied for online, which serves as clearance without attracting additional fees.
“We urge all stakeholders to familiarise themselves with NESWS and take advantage of the digital system to avoid delays,” the KenTrade CEO said. A detailed step-by-step guide will be available on NACADA’s official website.
NACADA has urged all stakeholders to prepare for the transition. The authority has also assured that onboarding support will be provided to ensure a smooth shift from manual to digital processes.
The directive is expected to reduce long queues, enhance transparency, and make compliance easier for businesses involved in the alcohol trade.
