State elevates 530 NGAO officers to deputy county commissioners

The government has promoted 530 National Government Administrative Officers (NGAO) to the position of deputy county commissioner (DCC).

The government said the development is in line with the Ministry of Interior and National Administration's commitment to recognising professionalism, competence and responsiveness in public service.

Interior Principal Secretary Raymond Omollo on Tuesday officially launched the induction programme for the newly appointed officers at the Kenya School of Government in Lower Kabete, Nairobi.

The induction is also being conducted simultaneously at the Kenya School of Government campuses in Baringo, Matuga and Mombasa to prepare the officers for their expanded responsibilities.

The Ministry of Interior said the newly appointed deputy county commissioners will play a pivotal administrative role at the subcounty level by coordinating security, supervising the implementation of government programmes and supporting efficient public service delivery.

Their new responsibilities build on the functions they previously performed as National Government Administrative Officers (NGAOs), where they served as the link between the national government and local communities.

In those roles, they coordinated national government functions, maintained peace and security, oversaw development programmes, managed public resources and coordinated disaster response at the grassroots.

As deputy county commissioners, the officers will head Subcounty Security and Intelligence Committees, working closely with the National Police Service and other security agencies to maintain law and order.

They will also coordinate responses to crime and emergencies while overseeing the implementation of national government policies, development projects and public initiatives within their jurisdictions.

In addition, deputy county commissioners are responsible for resolving land and boundary disputes, mediating inter-community conflicts and promoting social cohesion.

They execute these duties with the support of assistant county commissioners, chiefs and assistant chiefs, who oversee administrative divisions, locations and sub-locations.

Their administrative functions also include preparing departmental reports, managing public resources and serving as the principal link between the national government and citizens at the subcounty level.

The office of deputy county commissioner was officially established and gazetted in January 2013 as part of reforms to Kenya's provincial administration following the promulgation of the 2010 constitution.

The position replaced the former District Commissioner (DC) designation to align the national government's administrative structure with the country's devolved system of governance.
