Caroli Omondi: Governors’ threats stop MCAs from doing their oversight job

Suba South Member of Parliament (MP) Caroli Omondi has raised concerns about the ability of Members of the County Assembly (MCAs) to effectively oversee governors.
Speaking during a TV interview on Wednesday, August 27, 2025, Omondi highlighted that MCAs face serious limitations due to both capacity and political pressures, which prevent them from holding county executives accountable.
MCAs cannot effectively oversee governors; they lack both the capacity and the independence to do so. When a governor threatens to withhold party nominations in the next election, it compromises their ability to hold the executive accountable,” Omondi explained.
The MP argued that this situation creates a major challenge for local governance, as MCAs are elected to represent their constituents and ensure transparency in county administration. However, fear of losing political support or facing punitive measures from governors undermines their role, reducing the effectiveness of county assemblies.
Political pressure
Omondi stressed that the threats by governors are a key factor that limits MCAs’ independence. In many counties, governors have significant influence over party nominations and other political opportunities. This power dynamic often forces MCAs to prioritise their political survival over accountability, leaving citizens at a disadvantage.
The MP also pointed out that the lack of capacity among some MCAs further compounds the problem. Many representatives are not adequately trained or supported to analyse budgets, monitor projects, or interrogate county policies effectively. Combined with political intimidation, this creates an environment where oversight becomes weak and largely symbolic.
Omondi’s comments underscore the need for reforms that strengthen county assemblies and empower MCAs to carry out their constitutional mandate without fear or undue influence. He emphasised that true accountability requires both structural support and protection from political retaliation.
Omondi’s call for public discussion on improving local governance and ensuring that county executives are answerable to the people they serve. The MP called on political parties and civil society to provide the necessary training and safeguard mechanisms for MCAs so that citizens can receive the transparency and accountability promised under devolution.
The MP’s remarks serve as a reminder that for county governments to function effectively, MCAs must be independent and free from political threats that hinder their constitutional responsibilities.
